Ministerial Regulation No. 4 of 2025 on the Management of Apartment Units (PPPSRS), specifically the regulation of the Apartment Unit Owners and Tenants Association (PPPSRS), which covers the formation, membership, organization, rights and obligations of members, duties and authorities of administrators, management procedures, financial and activity reporting, and the principles of transparency and accountability in apartment management.
Ministerial Regulation No. 4 of 2025 is now publicly available and replaces Ministerial Regulation No. 14 of 2021 as the latest regulation.
The substance is essentially maintained and refined, with an emphasis on transparent and accountable governance, thereby strengthening the position and rights of PPPSRS members as previously regulated. 

The legal basis is reflected in Article 2, Article 27 paragraph (5), Articles 32–33 and Article 46; Concerning Document Transparency and Accountability.

That every PPPSRS member has the right to receive transparent and accountable financial reports and management activity reports.
